The Province of Negros Occidental Laid Out Travel Requirements

Here are the travel requirements when you visit the province.

The Province of Negros Occidental opens its borders to all travelers regardless of the purpose—business, essential, or leisure.


Negros Occidental is under modified general community quarantine until May 31, 2021, due to the COVID-19 pandemic. With the uniform travel guidelines implemented by the National Task Force for COVID-19 and RTF COVID-19 Region 6, Negros Occidental’s travel guidelines were set.

These procedures laid out by the government include returning residents, locally stranded individuals (LSIs), returning overseas Filipinos (ROFs), authorized persons outside residence (APOR), and non-essential travelers. If you or someone you know are traveling to the province soon, here are Negros Occidental’s travel guidelines for each type of inbound traveler. Read on!

For Returning Residents and Locally Stranded Individuals (LSIs)

The Province of Negros Occidental requires its returning residents and inbound LSIs to email the Office of Councilor Cindy Rojas (spmcindyrojas@yahoo.com) these following requirements:

• Negative RT-PCR (swab or saliva test) with a validity of 72 hours from the departure point
• BaCTRAC ID information from https://bactrac.bacolodcity.gov.ph
• Health Declaration Form from http://tinyurl.com/bcdinbound

* Note: Returning residents and LSIs must include “LSI in (Address)” at the Subject.

For Returning Overseas Filipinos (ROFs)

Meanwhile, the government requires ROFs to email the following documents to the Office of Councilor Israel Salanga (israelsalanga.bcd@gmail.com):

• Flight information from the point of origin to Bacolod City
• Negative RT-PCR Test (swab or saliva) with a validity of 72 hours from the departure point
• Passport ID with a stamp upon arrival in the country
• BaCTrac information
• Contact details and address in Bacolod City|


For Authorized Persons Outside Residence (APORs)

The Office of Councilor Ayesha Villafor reminds travelers with official business that the office will release the Letter of Acceptance two to three days upon submission of the requirements. For issuance of Letter of Acceptance, these are documents that must be submitted to apor.bacolod2020@gmail.com:

• Business Permit for business owners, company ID, or Government ID
• Work order from the company, including the reason and date of travel, length of the stay, mode of transportation, and exact destination address in Bacolod City.
• Contact details
• BaCTrac details

For Non-essential Travelers

Travelers bound to Negros Occidental with non-essential purpose—leisure and tourism, must follow the following requirements and procedures:

• Mandatory RT-PCR Testing upon arrival in the province
• Must be isolated in the province’s quarantine facility until results turn out negative
• Secure an electronic or printed copy of the S-PaSS Permit (Safe, Swift, and Smart Passage)
• Register at the StaySafe.ph Application for contact tracing
