Baguio City Bans the Use of Plastic Bags in Markets and Commercial Establishments

Baguio City has taken a significant step by implementing a no-plastic bag policy in Baguio City markets and commercial establishments, starting May 20.

Starting May 20, 2024, Baguio City will strictly enforce a “No Plastic Bag, No Styrofoam” policy to reduce plastic and styrofoam usage. This policy will apply to public markets, commercial and business establishments, schools, and city government offices, including in government-sponsored events and functions.

The widespread use of single-use plastic and styrofoam for packaging and food containers poses a significant threat to human health and the environment. The city government will strictly implement a policy to mitigate plastic pollution in response to this pressing issue.

Under this policy, these establishments are prohibited from providing customers with a plastic bag, sando bag, or polystyrene foam container for goods or items purchased or serving customers food or drink, takeout, or dine-in. They are encouraged to switch to paper bags or containers.

The city government strongly advocates the use of eco-friendly bags for dry goods. Moreover, customers are reassured that they can bring their containers for fish and wet goods to ensure a smooth transition.

Establishments operating without a valid business permit will be subject to the following penalties: a reprimand or immediate closure for the first offense, a fine of PhP1,000 for the second offense, a fine of PhP3,000 and eight hours of community service for the third offense, and a fine of PhP5,000 along with a six-month suspension of the business permit for the fourth offense.

Heads of city government offices, school administrators, principals, and other individuals in authority who violate any of the provisions will be penalized, as will other relevant local regulations and directives.
